Is there a market you want to develop? If so, you need a strategy! 

Here are the steps:

1. Coordination: Meet with your marketing team and make sure they are clear on what the company strategy is.

2. Survey: Allow your marketing company to come up with ideas and then, survey the ideas.

You don't need hundreds or thousands of respondents, instead, consult with a number of people who are typical of the market buyers in this segment. You'll see, after consulting a substantial number of respondents whether or not your ideas will take hold. Make your marketing company survey every idea. Don't let them go blind. Don't let them guess.

When you know your market development strategy will work because you have done the surveys and you can see with your own eyes that it is likely to be successful, then do the work to execute the strategy that is based on those surveys. If you do this, you can do more than expect success, you can depend on it.
